Should we make Neutral Forum Admin?

Guys,
I've known NEUTRAL for a long time. He is a very friendly, and honest member. He ALWAYS follows the rules no matter what.
He is asking to become "ForumAdmin" . Here's the problem. He is still in YWG. Because I think everyone should get to vote, I made the arrangements

One more question: Which rights do I have as a Administrator, becasue I don't seem to get into the Admin Control Panel nor the Moderator Control Panel and I can't edit other posts...

You can actually........go to the very bottom of the page it says "Administraition pannel"
